Dr Jim Hughes is a senior digital, data and transformation leader with a distinguished career across NHS executive and advisory roles. With a PhD in Information Systems and deep expertise in population health, informatics and Trusted Research Environments, he has led nationally recognised programmes including the CIPHA platform supporting COVID‑19 response efforts across Cheshire and Merseyside. His work spans digital strategy, data assurance, innovation adoption, clinical safety and large‑scale system integration.

Jim currently serves as Strategic Advisor for Digital and Data Programmes at Mersey Care NHS Foundation Trust and is an Honorary Senior Research Fellow at the University of Liverpool. His career includes Chief Information Officer, Chief Operating Officer and strategic leadership roles at Board level across NHS organisations, alongside a strong research track record including through NIHR‑funded work. A values‑driven leader with lived experience of cancer, Jim is committed to safe, inclusive and accountable use of digital technologies to improve patient outcomes.
