Mishal Saeed is an elected Councillor in the City of Salford, representing the Higher Irlam and Peel Green Ward, where she is a dedicated advocate for her communities. Her work is rooted in a strong commitment to public service, inclusion, and improving the lives of residents across Salford. She graduated from the University of Oxford.
As Salford City Council’s Cabinet Member for Social Care and Mental Health, Mishal leads on vital services that support some of the city’s most vulnerable residents. Her portfolio includes adult social care, mental health services, and initiatives aimed at tackling health inequalities. She plays a key role in driving Salford’s insourcing journey, to bring social care back under local control, for better quality care and improved terms and conditions for care workers. She is passionate about advocating for high quality services that reflect the lived experiences of residents and families.
Mishal chairs the All Age Mental Health Board, Tobacco Alliance Group and is the Council's Cycling and Walking Champion. She works closely with local organisations, health professionals, and community groups to shape policies that promote health and wellbeing. She is a strong believer in co-production and community-led solutions, and regularly engages with residents to ensure their voices are heard in decision-making. Most recently, she spearheaded the development of Salford’s new Carer’s strategy, ensuring the views and concerns of unpaid carers guided its direction.
